Zoning Bylaw Review
Expected Timeline: January 2025 – May 2026 Town Meeting
Description: Changes to zoning bylaws are needed to bring code up to date and help meet Town development goals. Reviewing the bylaws in a comprehensive process allows us to streamline approvals and integrate changes efficiently.
114 Northern Corridor Economic Development Study
Expected Timeline: February 2025 – October 2025
Description: A corridor study to examine best uses of land along North Main St to the North Andover line. This is likely to examine current uses and zoning, options to support economic development in the future, and key parcels of interest for redevelopment. If any rezoning recommendations result from this study, they will feed into the zoning bylaw review.
Middleton Town Square Study
Expected Timeline: June 2025 – February 2025
Description: An infrastructure study to examine current infrastructure in and around Town Square. This is likely to examine current uses and zoning, existing infrastructure and business use patterns, and overall functionality of the space. The intent is to complete this study concurrent with the Angelica’s redevelopment project to integrate recommendations into this and future redevelopment projects. If any rezoning recommendations result from this study, they will feed into the zoning bylaw review.
Housing Production Plan
Expected Timeline: October 2025 – June 2026*
Description: The Town is expected to update our Housing Production Plan (HPP) every 5 years. This will include a housing needs assessment, affordable housing goals and implementation strategies. This project will run concurrently with the zoning bylaw review project. Any zoning strategies identified for affordable housing during the zoning bylaw review process will be included as strategies in this plan.
